In December 2021, Fratelli d’Italia proposed €1 billion for people who suffered permanent injury attributable to recommended COVID vaccination.
The proposal failed.
The following month, the Draghi government provided €50 million for 2022 and €100 million annually from 2023 onward.
Giorgia Meloni was in opposition.
She called it a first step.
Not enough.
Conte is still expected back before the parliamentary COVID commission in mid-September.
Before that, something smaller moved.
Meloni’s government has approved a decree-law dealing with unused medical material left from the pandemic.
It has to be disposed of.
The decree provides €44 million for the work in 2026 and another €40 million in 2027. The first amount comes from other government authorizations.
The second does not.
For 2027, the government proposes taking €40 million from the spending authorization created for people permanently injured by recommended COVID vaccination.
The decree-law still has to pass through Parliament for conversion and can be amended.
There may be an ordinary administrative explanation for the choice. The compensation authorization may not be fully used. Claims may have changed. Other money may be available. The decree itself does not tell us that Meloni now considers vaccine-injury compensation less important.
So we won’t make it say that.
We can put two things beside each other.
When Meloni was in opposition, Fratelli d’Italia asked for €1 billion. When the government provided €100 million annually, she said it was insufficient.
Now she is prime minister, and her government is proposing to reduce one year of that authorization by €40 million to meet another obligation left by the pandemic.
The decree may change in Parliament.
The commission is still moving toward mid-September.
For now, the two facts sit beside each other.
In opposition, she wanted more money placed there.
In government, she is prepared to take some of it somewhere else.
